Any intelligent life that may exist, might not be at the same level as us. Be aware, that in a mere 100 years, technology can grow at in incredible rate. If a race is just 500 years less advanced then us, then they wouldn't have electricity, or anything. If they were 500 years more advanced, they might have technology we can't even comprehend. I don't think "terrorists" are the greatest threat. The only thing that stands in the way of becoming a type 1 civilization, are the capitalist elites.

I don't exactly know where you're getting your information.. First of all, there wouldn't exactly be "humans" in other galaxies. Perhaps you mean intelligent life, but not humans. The probability of there being intelligent life on the first planet with life we find, is very low. A series of events took place that gave rise to humans. There have been multiple mass extinctions, that allowed new species to become dominant and evolve. If the dinosaurs weren't wiped out, humans wouldn't exist.
